Owner's representative role on the Airport Guideway and Stations Design-Build program. Managed inspection team across all Airport Stations, coordinated with HECO, Spectrum, Hawaiian Telkom, DPP, and DTS. Maintained 5,000+ design sheet as-built plan set. Mitigated millions in delay claims.
HART Construction Phase III
West Oahu/Farrington Highway Guideway, Kamehameha Highway Guideway segments. ~63,000 combined billable hours across HART CE&II AGS and Phase III. This work was QRSE's breakthrough — growing from 2 to 50+ employees.
Hurricane Lane Emergency Response, Hilo
Geological conditions including slope sloughing and subterranean water flows at Makea Stream. Revised soil nails to hollow bar anchors. Gained USACE Regulatory permission under emergency timeline. All work completed on schedule.
Kapolei Interchange Complex, Phase 2
Federally funded project constructing new on/off ramps, roadway modifications, post-tensioned concrete elevated bridge/overpass, and connections to Farrington Highway. Includes concrete paving, pre-cast girders, asphalt paving, highway lighting and traffic signals.
H-1 Widening — Ola Lane to Likelike Off-Ramp
Widening of Hawaii's most critical interstate corridor. Managed complex traffic operations including multi-prime IDIQ coordination across approximately 3 miles of urban freeway.
H-1 Resurfacing — Miller to Kapiolani
Night work with 8:30pm–6:00am closures. Multi-prime IDIQ coordination across Honolulu's most critical corridor.
E-Construction Implementation, Statewide
Statewide deployment of e-project platform for HDOT. 104+ contracts, FACSware migration, ACC configuration, Power BI dashboards. Centralized knowledge management system for staff training and project tracking.
PHMSA Natural Gas Distribution Grant
Created the entire NEPA compliance framework for PHMSA's first-ever billion-dollar construction grant program. Built procedures, training materials, grantee guidance, and a review process. Completed 37 environmental assessments in the first year.
Farrington Highway — Makaha Bridges No. 3 & 3A
Environmentally sensitive coastal site at Makaha Beach. Required SWPPP, BMP plans, and environmental permit approvals. Managed complex bridge replacement adjacent to active shoreline.
Kuhio Highway Emergency Slope Stabilization, Hanalei Hills
Emergency slope stabilization on Kauai's north shore. Critical route preservation for communities dependent on single-access highway.
